Spring's location, infrastructure, and position
in the metropolitan area market will continue
its role as an employment center. A mix of office,
retail, entertainment and restaurant uses will
combine with housing and civic uses to activate
the downtown. Focusing commercial development
in the CBD is consistent with the State's Smart
Growth policy and lessens the potential for
commercial intrusion into the surrounding neighborhoods.
