We are revising the White Flint portion of the 1992 North Bethesda/Garrett Park Master Plan to refine the vision, review the land uses and enhance the character of White Flint with a focus on Rockville Pike. Background

Process Update

Since the January 29 Advisory Group meeting the staff has been considering the potential implications of:

  • The feasibility of the expanded road network proposals by the Glatting/Jackson consultants, including a potential minor change to the Plan boundary
  • The affordability of the public infrastructure – transportation, public amenities, etc. - required to support the planned land uses fiscal impact of the proposed plan scenarios,
  • Public/private participation opportunities and incentives
  • Incentives for design excellence
  • Prioritization of policy goals and objectives

This process has become more complex than originally anticipated, and we now anticipate completion of the evaluation by late April. In addition, because the staff is now evaluating all recommendations far more deeply than in the recent past, additional time will be required to complete the Plan.

    DISCLAIMER: Staff greatly appreciates contributions from the White Flint advisory group members but would like to ensure that all information provided for general consumption is understood in full context. BF Saul is the sole author of this document and M-NCPPC staff has made no contribution to this work.  Please remember that many of the buildings used as examples in this document existed before the creation of the CBD zones so their FARs may not reflect the County’s current urban development policy. Also, please keep in mind that the FARs calculated in this presentation are of single buildings and not of whole approved building sites. BF Saul used the County tax rolls to calculate the FARs of the showcased buildings. In a site plan, FAR is calculated using the land area of the whole site and not one parcel. Consequently, the FAR may differ between the approved site plan and a specific building on site.
