You are invited to comment on the Waters Barn Feasibility Study for Adaptive Reuse, which calls for a currently vacant bank barn at the Waters House Special Park to be transformed into a countywide Heritage and Visitors’ Center. On May 15, the Planning Board will take testimony to allow interested persons to express their views concerning this project. The meeting is open to all interested parties, but you must sign up to speak.
Located at 12535 Milestone Manor Lane in Germantown, the Waters House Special Park comprises a historic dwelling, corn crib, carriage house, and bank barn.
Topics to be discussed:
- The conceptual vision for programming and adaptively reusing the barn
- The anticipated audience for the proposed use, parking, types of events
- Proposed improvements to the buildings and its grounds
- The role of the proposed Center and all Waters Special Park buildings within the community

The study was prepared by Cunningham & Quill Architects, Washington, D.C., for a coalition of partners that included: The Montgomery County Historical Society; the Conference and Visitors Bureau of Montgomery County; the Heritage Tourism Alliance of Montgomery County; and the Arts & Humanities Council of Montgomery County. The property is owned by the Maryland-National Capital Park and Planning Commission and operated by the Montgomery County Department of Parks.
