GIS
Data Products Sales Agreement
The
MC:MAPS Consortium agrees, that in order to provide the
most unified and convenient GIS sales approach, for all
those interested in purchasing Montgomery County GIS data
products, that:
- MC:MAPS
(members represent M-NCPPC, Montgomery County Government,
Montgomery College, Montgomery County Public Schools,
and WSSC) is the GIS sub-commmittee of ITPCC. The
GIS Sales Board is composed of designated members
of MC:MAPS and will develop operating procedures for
GIS data products sales.
- The
GIS Sales Board will provide periodic reports regarding
GIS sales, products, and procedures, to ITPCC, for
its review and approval.
- Each
agency of the Consortium can participate in the GIS
data products sales initiative.
- Any
agency engaged in negotiations with a third party,
pertaining to the marketing of the County’s GIS data,
will present those plans to the GIS Sales Board. All
members of MC:MAPS will be eligible to enter into
any third party arrangement.
- The
attached GIS Data Products Price List includes all
GIS data products for sale and each agency agrees
to charge the prices stated on the Price List. Any
member of the GIS Sales Board may add a new item for
sale to the list. A majority of the GIS Sales Board
must agree to the price of the new item.
- Each
participating agency will maintain a record of their
GIS data products sales and provide a status report
at the MC:MAPS meetings. The GIS Sales Board will
report those figure to the ITPCC.
- Any
funds generated by the GIS data products sales will
be transferred to M-NCPPC to be used for the maintenance
of the planimetric/topographic basemaps. M-NCPPC will
maintain an accounting of all funds from GIS sales
transferred to them. The allocation of any funds that
exceed the expense of maintaining the planimetric/topographic
basemaps will be determined at a special GIS Sales
Board meeting and will be applied to maintenance of
other database layers or database development as specified
in the countywide GIS Strategic Plan. Expenditures
will be reviewed and approved by the GIS Sales Board.
- MC:MAPS
will provide to ITPCC an updated GIS Strategic Plan
every three (3) years.
- All
MC:MAPS members agree to have customers sign a GIS
Data Products License Agreement when an order for
GIS data products is submitted.
- A
copying charge of $10 per tile will be collected for
any GIS data request submitted by a business entity,
under contract with a Consortium agency, who does
not have that request filled by that agency. In addition,
a signed Licensing Agreement and a letter from the
agency, on the agency’s letterhead, must accompany
the data request at the time the request is submitted.
- Organizations
with a 501(c)(3) status can purchase GIS data at a
50% reduced fee. These organizations will need to
supply proper identification of their organization’s
status when submitting their data request. A signed
Licensing Agreement must be submitted with the data
request.
- The
GIS Sales Board will discuss and approve any potential
data exchange, whether with a private or public entity,
on a case-by-case basis.
