Description:   The applicant requested to extend the validity period of the Adequate Public Facilities Ordinance (APFO) for six years for the preliminary plan of subdivision for Liberty Heights, Germantown Business Park, Qiagen. (The APFO would thus be extended until August 29, 2012.)   The Qiagen property is located in the southwest quadrant of the intersection of MD Rt. 118 and the B & O Railroad, on O-M and I-1-zoned land.  Approximately 185,290 square feet of the 400,000 square feet approved by Qiagen's Preliminary Plan 1-81142 has been built or is under construction.   About 214,710 square feet of Qiagen's approved development is unbuilt and is affected by the APFO extension.
